Ideastap launch their Edinburgh Fund, a £30,000 award to youth theatre companies, to bring their work to the Edinburgh Fringe for 2011.

The £30,000 fund is available to members of promising theatre companies aged between 16-25 hoping to attend the Edinburgh Fringe Festival in 2011. An established platform for launching new talent, performing at the Fringe can be a huge financial risk – IdeasTap are offering young performers the chance to showcase their talent without this risk.

This is the second year of the Ideas Fund, the annual funding award that sees IdeasTap giving away £150,000 on youth-led creative projects from across all of the arts.

INTRODUCTION
The International Film Festival Rotterdam supports film making, film producing and journalistic talent on several levels: the main festival section 'Bright Future' (including competitions for feature length and short films) presents recent works by first and second time filmmakers; Rotterdam's Hubert Bals Fund contributes to film projects in developing countries and CineMart organizes a talent development project for young film producers (Rotterdam Lab) in close collaboration with its partner organizations. Recognizing the important role of film criticism to the perception of independent cinema, the Rotterdam film festival organizes a trainee project for young film critics.

PROJECT DESCRIPTION
The IFFR Trainee Project for Young Film Critics is a talent development program that offers up to six young (under 30 years), motivated and talented professional film critics from outside The Netherlands a chance to travel abroad for covering a major international film festival, to get acquainted with the Rotterdam film festival in particular and the broad range of independent cinema it offers.

The project was created in 1998 motivated by the fact that young and upcoming film critics get less opportunities to explore and sharpen their knowledge and views on independent and experimental cinema - and the festivals, like the International Film Festival Rotterdam, that present it.

TRAINEE PROGRAM
The program of the Trainee Project includes taking part in the Rotterdam FIPRESCI Jury meetings; exploring an assigned part of the festival; publishing a blog on the IFFR website and writing up to three contributions for the festival's newspaper Daily Tiger; taking part in expert meetings; reporting about the festival for own affiliation(s).

The past editions the Rotterdam film festival welcomed trainee film critics from:
Argentina, Australia, Austria, Brazil, Bulgaria, Canada, Chile, China, Croatia, France, Hong Kong, Hungary, India, Italy, Lithuania, Norway, Peru, Philippines, Poland, Romania, Russia, Slovak Republic, Spain, Sri Lanka, Sweden, Turkey, UK and USA.

WHAT TO EXPECT
- Complimentary IFFR 2011 press accreditation
- Budget hotel accommodation in Rotterdam from January 27 - February 5, 2011
- Part of travel costs according to country of origin
- The IFFR wants its trainee film critics to really participate in the festival. The trainees will form a team, hosted by the IFFR Press Office and supported by the Daily Tiger Editorial Staff. Each trainee will take part in the trainee program. There will however be time to explore all aspects of the International Film Festival Rotterdam - screenings, exhibitions, Q&A sessions, debates.

CRITERIA FOR APPLICATION
- Age under 30 years
- Fluent command of the English language (written and spoken)
- Demonstrable experience in film criticism (printed media, radio/television, online)
- Not yet established enough to profit from facilities as attending international film festivals outside your country
- Have agreement(s) with printed and/or online media to publish a report or reports on the International Film Festival Rotterdam 2011

Trois bourses doctorales sont destinées à soutenir des doctorants en fin de thèse inscrits au moins en troisième année pour l’année universitaire 2010-2011 (dans une université française ou étrangère). Ces bourses sont une aide à la rédaction et excluent les recherches de terrain et d’archive.

Summer Arts Academy took a form of a creative project lead by cultural animation practitioners & artists Ania Bas and Alicja Rogalska (members of Laundry).
The working languages of the Academy were English, Russian, Belarusian and Lithuanian.
The project was devised by:

Who can apply / Candidates should meet the following criteria:

• At least 3 years of professional experience as writer (critic, journalist, theoretician) for the performing arts, meant as at least three years of publication of works.
• Still active in writing and currently publishing their works.
• Living and/or working within one of the countries in Europe (geographically).
• Fluent in spoken and written English. Applicants should submit their application and supporting documents in English and should expect a telephone conversation in English as part of the final selection process.

When and where

• Session 1 – London 26-29 January 2011 - in the frame of the London International Mime Festival 2011 
• Session 2 – Prague, 22–25 June 2011 - in the frame of the Prague Quadrennial of Performance Design and Space 2011 

Language: The training program will be conducted in English.

• An article written by the applicant, in its original language, with minimum 300 words translated in English

In the selection of candidates organisers will take into account the geographic and cultural diversity of Europe and be aware that the group of journalists corresponds to these circumstances.
Candidates will be informed within one month of the deadline whether they have been selected or not.
Financial conditions:

• Enrolment fee for the whole training programme (2 sessions): 500 €
• The fee is due into January 19th 2011
• International travels of the participants will be arranged and paid by the organisers (local transportation within the participants' country are at her/his charge).
• Accommodation and meals will be provided and paid for by the organisers.
• Few scholarships are available to successful applicants who can provide proof of hardship and who are unable to rise funding elsewhere.

En partenariat avec l’Agence universitaire de la Francophonie et le laboratoire « Langage et société » de l’Université Ibn Tofaïl (Maroc), tv5monde désire établir une nouvelle offre pédagogique destinée aux enseignants des départements universitaires de français dans les pays francophones et non francophones et aux étudiants universitaires de niveau doctoral.

Cette offre s’appuiera sur l’exploitation didactique de ressources vidéo disponibles sélectionnées sur le site tv5monde.com.

Ces ressources feront l’objet d’une didactisation pour l’enseignement des disciplines de licence et de master (linguistique, littérature, didactique, culture ...), sous la forme de dossiers pédagogiques proposés, qui seront scénarisés par le laboratoire « Langage et société » de l’Université Ibn Tofaïl et mis en ligne sur le site tv5monde.com.

Les disciplines concernées sont :

L’Agence universitaire de la Francophonie lance un appel à candidatures pour la cinquième édition du Prix de la Francophonie pour jeunes chercheurs. Cet appel est ouvert du 15 juillet au 31 octobre 2010.

Les « Prix de la Francophonie pour jeunes chercheurs » ont pour but de reconnaître le mérite et la valeur d’un(e) chercheur(se) ayant acquis une reconnaissance scientifique et ayant réalisé une percée significative internationale, en particulier dans le cadre de la Francophonie.

Les Prix sont ouverts dans les champs disciplinaires suivants :

• sciences et médecine,

• sciences humaines et sociales.

Les Prix s’adressent à des candidats(es) :

• âgé(e)s de moins de 45 ans,
• titulaires d’un doctorat ou d’un doctorat d’Etat,
• justifiant d’une activité de recherche après la thèse comprise entre 4 et 10 ans.
• rattaché(e)s à des établissements membres de l’AUF.

Le processus d’évaluation des dossiers et de sélection des lauréats est placé sous la responsabilité du Conseil scientifique de l’AUF.

Bourses pour la Démocratie de La Fondation Nationale pour la Démocratie à Washington D.C.

La Fondation Nationale pour la Démocratie (National Endowment for Democracy, NED) lance un appel à candidature pour son programme de bourses 2011-2012.   Créé  en 2001, ce programme permet aux activistes et aux académiciens du monde, d’approfondir leurs connaissances sur  la démocratie et d’assurer leur renforcement de leur capacité à promouvoir le changement démocratique. Ce programme se tiendra  à Washington D.C. aux États-Unis.
Dédié aux échanges internationaux, pendant cinq mois, ce programme en résidence offre un environnement collégial pour les boursiers à réfléchir sur leurs expériences et envisager les meilleures pratiques et les leçons apprises; effectuer des recherches et de la rédaction; s'engager avec leurs homologues et développer des relations professionnelles au sein d'un réseau mondial des défenseurs  de la démocratie.
Le programme vise principalement à aider les praticiens, les universitaires et journalistes de pays en développement et pays aspirant à la démocratie.  Les universitaires provenant de démocraties existantes peuvent également appliquer. Une connaissance pratique de l'anglais est nécessaire. Tous les boursiers recevront une allocation mensuelle, une assurance santé, une assistance voyage, et un soutien à la recherche. Le programme ne finance pas la formation professionnelle, le travail de terrain, ou les étudiants en cours d’obtention d’un diplôme.

Cours sur le journalisme en ligne (offert par les Pays-Bas)

Des journalistes à mi-carrière intéressés aux reportages en ligne peuvent participer à un cours à Hilversum, aux Pays-Bas. Le cours se tiendra entre le 16 mai et le 24 Juin 2011. La date limite pour s'inscrire est le premier novembre.

Le cours, parrainé par le Centre de formation de Radio Netherlands, vise à aider les journalistes (en ligne, en diffusion radio et télévision, et en presse écrite) sur l’utilisation d’Internet pour la recherche, la publication de nouvelles et la distribution. L'accent sera mis sur le contenu plutôt que sur les compétences techniques.  Les candidats doivent avoir au moins trois ans d'expérience et une connaissance professionnelle de l'anglais. Le cours est destiné aux professionnels des médias des pays en voie de développement et des pays en transition.

10e Conférence Mondiale des Radiodiffuseurs Communautaires de l'AMARC

The Anna Lindh Euro-Mediterranean Foundation for the Dialogue Between Cultures (ALF) is providing grants to civil society organisations through an open Call for Proposals. Priority field of action for 2010: Cities, Migrants and Diversity.

This call for proposals is aiming to select the best initiatives, the Calls for Proposals are focused on the ALF priority fields, granting financial support for transnational projects developed by civil society and NGOs across the two shores of the Mediterranean.
The Anna Lindh Foundation has made Cities, Migrants and Diversity its priority field of action for the 2010 Call for Project Proposals (please see the background and objectives of the call).
The overall indicative amount allocated for funding projects in the framework of this call is EUR 500,000.

Les journalistes couvrent le VIH/SIA

La National Press Foundation (NPF) a publié les ressources de sa formation délivrée à des journalistes de médias du monde entier et concernant la thématique VIH/SIDA sur le site NPF. Cette  formation a été organisée dans le cadre d'un projet de  Journalist to Journalist NPF, une organisation à but non lucratif d'enseignement du journalisme, basée aux États-Unis, en collaboration avec l'International AIDS Society. Le financement a été assuré par la Bill et Melinda Gates Foundation, la Merck Company Foundation, Gilead, la SAIC-Frederick, Inc, et le National Press Foundation Program Fund.
Les ressources proposent  des nouvelles mises à jour sur la maladie ainsi que des discussions sur les principales thématiques relatives à ce sujet, telles le SIDA et les enfants, les possibilités de vaccin et des conseils pour une couverture efficace de la maladie. Manuel de gestion des médias-UNESCO

Le guide de l'UNESCO, « Manuel de gestion des médias, un manuel pour les praticiens de la télévision et de la radio dans les pays en transition » est destiné à fournir des outils de gestion et des renseignements généraux sur le développement des médias aux organisations Public Service Broadcasting dans les pays en transition, mais peut être utilisé dans tous les contextes par les organisations de médias quelles qu'elles soient.

Les faits saillants du guide sont regroupés dans un chapitre sur la législation et la réglementation de base, comme par exemple l'obtention d'un permis émis par l'État ou la formation d'organismes de réglementation indépendants, ainsi que dans un chapitre sur la structure et l'organisation de la gestion des médias, qui comprend notamment des diagrammes représentant différents types de structures organisationnelles. Besoin de journalistes bénévoles en Afrique du Sud

Shout-Africa.com, un réseau de nouvelles pan-africain, est à la recherche de contributions volontaires relatifs à des sujets tels que les populations du continent africain, la diaspora, les arts et la culture, les sports, l'économie, la religion, la politique, l'environnement, les droits de l'homme, etc. Le réseau relaie des nouvelles pan-africaines publiées auparavant dans différents pays africains ou sur d'autres continents et vise à fournir des pistes de coopération et à optimiser la couverture des événements importants sur le continent.
Shout-Afrique a commencé comme une communauté visant à améliorer la couverture médiatique des différentes actualités africaines. Shout-Afrique assure maintenant un accès direct aux sources relatant une multitude d'événements à l'échelle de l' Afrique et favorise le développement professionnel du journalisme sur le continent. La mise en place du réseau a tout d'abord été élaborée de façon informelle par des Africains de la diaspora. Encouragés par des relations chaleureuses et par le succès de plusieurs autres plates-formes d'actualités comparables, ils ont décidé de poursuivre en traitant non seulement des nouvelles de l'Afrique, mais également de célébrations de l'ensemble du continent, et ce dans le but d'améliorer la couverture d'événements à l'échelle du continent par des médias africains. C'est en juin 2010, à l'occasion de la Coupe du Monde de football, organisée pour la première fois en Afrique, que Shout-Afrique a été lancé.

Prix FitzGerald pour les jeunes journalistes africains

Les jeunes journalistes africains peuvent demander des bourses pour étudier à Johannesburg en Afrique du Sud, et de travailler pour Reuters News. La date limite est le 15 octobre 2010.
Le Prix Fitzgerald donne aux journalistes l'opportunité d'obtenir un diplôme d'études supérieures spécialisé à l'Université de Witwatersrand à Johannesburg. Ils se joindront ensuite à Reuters News pendant six mois pour acquérir des expériences de travail.
Les candidats doivent détenir un baccalauréat ou trois ans d'expérience professionnelle, et parler couramment l'anglais. Les journalistes africains âgés moins de 30 ans sont admissibles.

Lancement Arterial Network Cameroon

Arterial Network Cameroon, ANC, sera lancé le 28 octobre 2010 à la Fondation Muna. La présentation du réseau, les attentes de la société civile, l'appui des pouvoirs et autres attractions constituent le contenu de la soirée. Elle va débuter à 17 heures. Arterial Network mère sera représenté par un membre du comité de pilotage. Le Cameroun compte déjà plus de 70 membres. Tous sont attendus à ce lancement. Un point de presse d'avant-lancement est prévu le 21 octobre 2010 à 11 heures à la même fondation.

Cadre juridique du lancement de Arterial Network Cameroon

Article 1^er :

L’élection du tout premier bureau de Arterial Network Cameroon, ANC, aura lieu le 28 octobre 2010 à la Fondation Salomon Tandeng Muna à Yaoundé.

Article 2 :

Tout Camerounais jouissant de ses aptitudes physiques et morales est éligible. Cependant, il doit avoir atteint la majorité civile et achever la procédure d’inscription en ligne  sur www.arterialnetwork.org. Le courriel de confirmation automatique de Arterial Network mère tient lieu de preuve d’inscription si le nom d’un individu ou d’une organisation n’apparaît pas sur la liste des électeurs.

Article 3 :

Le scrutin de liste est le mode d’élection adopté. Toute liste est tenue de respecter les réalités socio-culturelles camerounaises : les deux langues officielles, les principales régions et l’approche genre. A titre de caution morale, elle se fait accompagner d’une lettre de recommandation signée d’un membre ayant déjà pris part à une activité de Arterial network : George Ngwanè, Etoundi Zeyang, Paulin B. Bidzogo, Annie Tchawack, Blaise Etoa Tsanga, Télesphore Mba Bizo, Peter Musa, Ernest Nfor, Achille Mbanga, Pr Paul Nkwi,  Nicaise Wegang et tout membre du comité de pilotage.

Article 4 :

Le bureau est constitué d’un président, d’un vice-président, d’un secrétaire général, d’un secrétaire général adjoint, d’un trésorier, d’un commissaire aux comptes, d’un communicateur et d’un censeur. La mention des représentants de sections est facultative : arts de la scène, arts plastiques, arts visuels, littérature… Les chefs de section appuient le bureau sans en faire partie. La fonction de chef de section est, toutefois, compatible avec le poste de membre du comité de pilotage, de représentant national, de membre de bureau ou de toute autre responsabilité au sein de Arterial Network (Cameroon). Le bureau a la compétence de déterminer le nombre et les dénominations des sections.

Article 5 :

 Chaque liste est accompagnée de trois propositions de projets à réaliser durant les deux ans de mandat renouvelables une seule fois. Elle en mentionne les objectifs, la durée, les acteurs en charge de la réalisation, les délais, les cibles, les partenaires et les bailleurs éventuels (une page et demie maximum). Une demi-page consacrée aux réalisations antérieures avec mention des financiers et des contacts de trois personnes de référence est souhaitable.

Article 6 :

La tête de liste ou au moins un co-listier est tenu d’indiquer l’adresse physique et le contact téléphonique de sa structure dans l’éventualité d’abriter les locaux de Arterial Network Cameroon, ANC, à titre provisoire.

Article 7 :

Le bureau prend fonction à la proclamation des résultats de vote. Cependant, les rapports narratifs et financiers liés au lancement de Arterial Network Cameroon relèvent de la responsabilité du représentant national intérimaire.

Article 8 :

La proclamation des résultats met un terme à la fonction du représentant national intérimaire de Arterial Network Cameroon et officialise celle de représentant national élu.

Article 9 :

Un comité ad hoc sera mis sur pied pour valider lesdites listes. Il sera constitué du représentant national intérimaire de Arterial Network pour le Cameroun et de deux personnalités indépendantes. Les membres du comité ad hoc sont électeurs. Mais ils ne sont pas éligibles. Le groupe des Camerounais ayant déjà pris part à une activité de Arterial Network dans le pays ou ailleurs propose chacun un nom. Le représentant national intérimaire sanctionne les noms proposés et désigne les deux personnalités indépendantes du comité ad hoc.

Article 10 :

Le délai de réception des listes à l’adresse mbabizo@yahoo.fr avec copie à info@arterialnetwork.org est le 25 octobre 2010 à minuit. Les listes retenues seront publiées le 27 octobre 2010. La liste électorale sera diffusée le 20 octobre 2010 et présentée lors du point de presse du 21 octobre 2010 à la salle de conférences de la Fondation Salomon Tandeng Muna à 11 heures.

Article 11 :

Toute disposition non prise en compte dans le présent cadre juridique est gérée en conformité avec les statuts de Arterial Network mère dans la ville du Cap en Afrique du Sud.

Article 12 : Le présent cadre juridique sera frappé d’obsolescence dès la prise de fonction du bureau élu.         

Concours de rédaction sur la démocratie ouverte aux jeunes journalistes

La World Youth Mouvement pour la démocratie (www.wymdonline.org), un réseau de jeunes du Mouvement Mondial pour la Démocratie (www.wmd.org), est heureux d'annoncer le lancement de son Concours d'essais mondial. Les jeunes journalistes, âgés entre 18 et 30 ans, qui s'intéressent à la promotion de la démocratie sont invités à soumettre un essai sur le thème avant le 18 octobre 2010. Deux gagnants mondiaux seront annoncés en février 2011.

Conférence de journalisme d'investigation en Belgique

Les journalistes d'investigation qui s'intéressent aux médias et aux nouvelles méthodes de recherche peuvent participer à une conférence à Gand, en Belgique. La conférence aura lieu le 19 et 20 novembre.
La conférence est parrainée par la Dutch-Belgium Investigative Journalists' Association. L'événement sera organisé autour des conférences, des formations et des ateliers. Les principaux thèmes abordés seront la recherche d'enquête, les modèles d'affaires et la participation du public.

Le coût pour les non-membres est € 390 (environ US $ 510). La conférence se déroulera principalement en néerlandais et en anglais.

Formation des journalistes financiers africains

Two three-week training courses for TV and radio journalists will take place in Burkina Faso and Mozambique in October and November in the framework of the EU/ACP Microfinance Programme, in cooperation with the Making Finance Work for Africa Partnership.

The media are important intermediaries to help clients to be more aware of the opportunities and risks of accessing different financial products, from credits to insurances or savings. To strengthen financial literacy among local audiences, the journalist trainings will focus on improving the reporting on microfinance topics. They will also familiarize the participants with online and multimedia journalism, which will play an increasingly important role in their professional career in the future.

To ensure long term impact for the trainings and sustainable build-up of local financial journalism, in the framework of an efficient coordination among various donors initiatives, the trainees are expected to join the network of peers organized by the Partnership for Making Finance Work for Africa Secretariat through its online platform.

The EU/ACP Microfinance Programme illustrates the EU’s and ACP’s commitment to support microfinance projects with a focus on capacity building. It is financed by the 9th European Development Fund (EDF) with €15 million. Its aim is to improve the overall effectiveness of microfinance operations in African, Carribean and Pacific (ACP) countries by supporting the development of sustainable microfinance institutions (MFIs) and networks, stimulating improvements in performance by promoting MFI ratings, and strengthening MFI information systems, as well as enhancing transparency and efficiency in ACP microfinance markets.

The courses will take place in Ouagadougou, Burkina Faso from October 11th to 29th, and in Maputo Mozambique from November 3rd to 19th.

The Swiss National Science Foundation and the University of Basel founded the National Centre of Competence in Research (NCCR) eikones «Iconic Criticism – The Power and Meaning of Images » in 2005. This interdisciplinary research programme has now already reached its second 4-year phase (2009-2013).

The recently established module «Die Kunst und die Künste » (Art and the Arts) will, from 2011, be headed by Prof. Dr. Ralph Ubl, Department of Art History of the University of Basel.

Interested young scholars – doctoral candidates and postdocs – planning their dissertation are invited to apply with their project proposals.

Abstract: given the success with which the interdisciplinary expansion of the «iconic turn » has progressed in the last two decades, it seems to be the right moment for a historical and conceptual reconsideration of the origins of picture theory in Modernist aesthetics. Lessing's distinction between (pictorial) spatial and (linguistic) temporal arts was certainly a central starting point. Beside this differentiation into individual arts, however, Modernism has also been characterized by philosophical and artistic speculations about the common substance of the various arts. The module «Art and the Arts » will study the rela­tionship between theories of art and theories of the specificity of the individual arts. It will start from concepts such as «medium specificity » (Greenberg, Fried, Krauss), «Verfransung » (Adorno), «pictorial nominalism » (de Duve), or the «singular plural of art » (Nancy). It will understand these art critical terms as responses to a question that has emerged with the beginning of modern aesthetics: namely, how the technical and conceptual plurality of artistic production can be re-defined by assuming a subjective ability and power on which all the various arts were based. Of special interest to us are the links and pivots between the arts. To situate our project within the framework of eikones, we shall have to ask what role images played, and are still able to play today, in the debate on the unity or inner differentiation of art. Instead of once again stating the pictorial character of specific arts, we shall study just how images articulate the difference or dovetailing of the various arts and what relations they establish to other articulations of artistic plurality.

We require above-average proof of performance as well as the willingness to critically and productively discuss questions touching upon iconic theory in an interdisciplinary debate. Also expected is your co-operation as to project organization as well as a close co-operation with other eikones research groups.
